Dr. Kulkarni joined the Software Technology Parks of India in May 1989 — where he served for eleven years as Director & Chief Executive of STPI Maharashtra & Goa, a role comparable to a Development Commissioner under the Foreign Trade Policy.
During his tenure he initiated the IT Parks that became the backbone of Maharashtra's technology economy: Rajiv Gandhi Technology Park at Hinjewadi (1995), International Infotech Park at Vashi (1997), and Millennium Business Park at Mhape (1998) — together over 3,000 acres of land that today generate an estimated $15 billion in annual IT exports and support over 10 lakh jobs.

He has served as Member of the High-Powered Committee on Information Technology, Government of Maharashtra (1996–2000), and as Member of the State's IT Task Force responsible for formulating the IT Policy in both 2003 and 2009. NASSCOM honoured him at its Silver Jubilee for his contribution to the Pune IT ecosystem.
The practice was founded in 2003 (then EOU Consulting), restructured as ANSK Consulting Pvt Ltd in 2012. Between 2015 and 2022 he also served as Advisor for IT Parks & SEZ at MITCON Consultancy & Engineering Services, where he was Project Leader for the Entebbe ICT Park engagement with the Government of Uganda.
